Windows 10: mouse freezing

Ive tried reinstalling drivers, disabling USB selective suspend, trouble shooting. non of this has seemed to work. The mouse cursor seems to have a small radius around it where it wont freeze but once you go over the threshold it will momentarily freeze then the new radius will start from there. Another thing is that if ive got my computer highlighted on a low intensity program like task manager this doesnt seem to happen and the mouse works like normal. this isnt just the mouse i have either, my keyboards touch pad has the same effect.
Im not really sure what else to do...

Method 1:

Check if the Bluetooth mouse and its Bluetooth adapter are working properly.

• Try installing fresh new batteries.
• Try to unplug the Bluetooth adapter of your mouse and plug it back in.
• Try connecting the Bluetooth adapter of your mouse to a different USB port.
• Try to remove objects that can interfere with the signal of your Bluetooth adapter and mouse.

Method 2:
