Windows 10: Mouse is not 100% responsive in game

this seems to be an issue that I can not resolve... I know it's not my mouse because my other mouse have the same issue... sometimes when I click it it registers sometimes not.. this problem is for all buttons on the mouse and the keyboard works fine. when I run a game that has a software that runs the mouse straight to the game and not through windows it works perfect but other games that don't offer the software the problem occurs. I'm 90% certain it's something to do with the widows software issue and the other 10% a razor software issue. PLEASE HELP THIS ISSUE IS VERY AGERVATING!!! thank y
