Windows 10: mouse & keyboard temporary stuck for all standard users on PC

in the past few days, standard user accounts start suffering from mouse cursor almost stuck and keyboard also very slow. it happens for just few minutes after login and then things are back to normal. it happens to all standard accounts on my pc. however, once i change an account type to administrator, there's no problem at all. i didn't install anything lately. the only thing i can think of is a windows update that happend ~10 days ago

Stuck as standard user

Hi,

Since your account is recognized as a standard user account, you can follow the steps below to change a user account type on Settings:

• Press Windows key + I on your keyboard to open the Settings app.
• Click on Accounts and select Family & other people.
• Under people, select the user account, and click Change account type.
• Select Administrator from the drop down menu, then click
  OK.

Keyboard stops working after switching users...

Hi,

I have a very annoying issue that hast started to happen a few days ago. Basically when I switch users keyboard stops working.

Steps:

• Start PC
• Log in as user A - Keyboard works fine
• Switch User B - login screen is displayed and keypboard works to enter password
• User B descktop is displayed
  • Keyboard does not work
  • Mouse works
  • Strange behaviour - the system seems to act like the Enter key is stuck down (which it isn't). If I open word to a new document (using mouse) it just inserts new lines into the document... like I am holding the enter key down

I've tried a different keyboard and still the same issue.

Any ideas?
