Windows 10: Mouse Lag, Stuck KB key, Auto Scrolling...

I get mouse lag anywhere from slight to really bad.When I try to type in any open window or document, it’s like the last key I use it the KB has a stuck key and sometimes it's really hard to get it to stop.In windows file explorer any app or website that that has an area where you can scroll, even pictures on a webpage that can be scrolled, my system auto-scrolls at light speed and I can’t get it to stop with close the folder or website. Open file explorer, and the first sub folder of file you click on it will scroll nonstop from top to bottom.Out of 10 windows cold boots, maybe 3 out f 1

Microsoft Arc Touch Mouse is sporadically auto scrolling

  Since I got the mouse
  

• Can you try using a different mouse to see if it does the same thing?
  
  A USB mouse does not scroll but the wifi arc touch mouse will.
  

• Do you have a different computer that you can test your mouse if its doing the same thing?
  
  I tried the arc touch with a similar Dell and it did not auto scroll as much, just once in about 15 minutes
  

How are you supposed to invoke this auto scroll "feature?" I can't make it happen on my own, it just occurs randomly as I am scrolling through a web page or a Word document,

 

Strange auto scrolling (no it's not the settings/mouse/ scroll hover)

I shot some video of this weird behavior, and then found I couldn't attach it here *Sad since I think most will auto direct me to what this isn't, ie see post title. The scrolling does not affect everything, just login screen, notepad, and the side bar of file manager where the list of items like drives and folders reside. In Notepad for instance when I put the mouse into the document it scrolls to the bottom hence I checked the scroll setting in settings and it's off already. But that is not all. The video is the login screen and the time and date are auto scrolling up in an endless loop until I click a mouse button or hit a key which then brings on the login box which is stationary. Even the settings box auto scrolls down on its own. I try to scroll to the top of the box but it just wants to scroll downward. It's not doing this in everything though. Web pages stay stationary. This just happened today first time I turned my pc on. Anybody else experiencing this or know what is causing this? I have booted then cold booted my pc which changed nothing. Don't know where else to look for why this is happening. Windows 10 Pro Version 21H2 (OS Build 19044.2251) HP Laptop 15

 

scrolling bad

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903
