Windows 10: Mouse pointer changed to dot between vertical arrowheads

Discus and support Mouse pointer changed to dot between vertical arrowheads in Windows 10 Software and Apps to solve the problem; I am now getting a mouse pointer that is a dot between two vertical arrow heads and the screen scrolling madly.     Mouse pointer changed to dot between vertical arrowheads


    I am now getting a mouse pointer that is a dot between two vertical arrow heads and the screen scrolling madly. It is not funny. Please help me fix it. I have had no alcohol today yet.

    Mouse pointer changes to arrow with a vertical scroll bar

    The only change I had made was to install Open Office. I just uninstalled it and the issue remains after a restart.

    The pointer looks like the 5th and 6th pointers in the pointer list from the Mouse Settings.

    As for running trouble shooting:

    My settings window does not have drop down list in the upper right.

    I do not find anything labeled Troubleshooting in the Settings window so can not get to steps 4 & 5.

    My mouse pointer changes to a pointer with a what looks a small vertical scroll bar. Going into mouse properties and changing it back only lasts for a few minutes before it changes again. While in this changed mode I can not dynamically size windows and
    it is difficult to properly point.

    I have installed another mouse and the same thing occurs. It is in the Windows 10.
