Windows 10: Mouse stuttering when cpu goes around 90%

My mouse stutters when playing games and my cpu goes high. The game uses quite a bit of cpu but sometimes ill see sytem interrupts go up to 100% while playing. Ive tried many many solutions from websites but none have worked. Ive made no changes to my pc before this happened, it just came out of nowhere. My cpu is an AMD ryzen 1300x.

mouse irregular mouse stutter on windows 10

hi fellows, my mouse randomly stutters for around 1 seconds, there's no spike in usage in cpu/gpu/ram/hard disk and i have reinstalled the driver of the mouse, the stutter drove me nuts and i need help, thanks a lot!
