Windows 10: Mouse stutters and won't respond sometimes.

I've been using a Logitech M510 with my computer since I built it in 2018. Recently, it has started stuttering and just being a general POS. Thinking it was a problem with the mouse drivers and that Logitech was ignoring the problem, I purchased a tecknet wireless mouse and I'm experiencing the same freaking problem. I've ran updates to my GPU, all windows updates available, all driver updates available. I've tried different USB ports. I've switched batteries. I've cleaned up space on the ssd thinking maybe that was the problem. I have 16 GB of RAM so I don't think it's that.

Anyone else experiencing this problem? I've tried just about everything I can think of. My spouse has the same build on his computer, and was having this problem with the Logitech mouse but not the tecknet, so it's got me thinking that maybe it's something I have installed that he doesn't that's causing the issue.
