Windows 10: Mouse wheel is stuck in click mode when click it shows a circle with arrows. How do i...

the mouse is stuck in 'click mode' - ie when i roll the wheel nothing happens, but when i click the wheel it changes the cursor to a circle with arrows within it. If i place this circle near the top or bottom of the page the page does start to scroll but i do not seem to be able to control the speed of the scroll maybe i could but that's not the way i want to scroll.However i want to go back to using the wheel to scroll - ie i please the cursor on a page and i control the scroll from that point not from the top or bottom.I have obviously touched one / a combination of keys to change the w

Mouse wheel being weird?

Okay, so my mouse wheel all of a sudden changed to where I click it once and it appears with a circle and an up and down arrow with a dot between the arrows in that circle. I used to just be able to scroll up and down with the wheel, but now I cannot. I understand how the click thing works, but I don't want it, how do I go back to scrolling by moving the mouse wheel and not clicking it? Also I don't know what to put for the products...

I tried doing those but I dont have another computer or mouse (Yes I did the others) but Im sure its my mouse but its a feature on other mouses. When I click the scroll wheel its has this circle with 2 arrows going up and down and thats the only way for
me to scroll. I want to be able to scroll by sliding my finger the the wheel.

This is an incredibly frustrating issue. I do a lot of screen capture recordings and I can't have my mouse arrow popping up a blue circle every 4 to 5 seconds. I'm not sure exactly when this started for me, but now that I'm ready to do some more recording
I'm noticing it constantly.

Here's a solution I've found to at least stop the blue circle:

• Start with the Microsoft suggestion of going to the mouse properties.
• Click on the "Pointers" tab.
• Select the "Working In Background" pointer and click on "Browse"
• Select the first mouse arrow option (the one that looks like a normal mouse arrow)

This doesn't get rid of whatever is causing the system to have to keep working in the background, but it will at least make the blue circle stop popping up.
