Windows 10: Moving a file from file explorer to Desktop moves files to top left corner of screen

When I select a file in file explorer and drag it to my desktop to a specific spot, it seems like the computer is automatically moving the file to the top left of my other monitor. I have auto arrange and auto align unselected in view settings when you right click the screen. I have tried restarting Windows explorer in task manager and restarting my pc to no luck. I have compared settings on one Windows 11 machine to another and the settings match identically, but one I was able to move documents and files freely to wherever when I dragged and dropped, on the other machine, the files automatic

Top left corner icon keeps moving

This is the top left corner of my screen. These are the only icons I have on my Desktop. These icons never move...

 

Windows 10 File Explorer - the cursor continually moves back to the top of the list

When scrolling through a list of files in Explorer, the cursor continually moves back to the top of the list. Also when I try to rename a file the cursor moves back to the top of the list during this process.

 

Mouse pointer automatically moves to the top left corner of the screen

My mouse pointer automatically moves to the top left corner of the screen. Restarting the computer does not help. Even when the mouse is unplugged the pointer still moves. It moves to the left slowly but up quickly, almost instantly. I am on a desktop
PC with no touchscreen running windows 10.
