Windows 10: MS contacts app always re-downloading and installing

I have the following problem, that the contacts app re-download and re-installs itself over and over again in the store. Anyone have a solution to this? I have already tried:

jw library app not downloading publications, PROMPT: Publication Unavailable The publication is not available at this time. Please, try again later

Cannot download publications from jw library app.

After requesting a publication, the following message is always prompted:

Publication Unavailable

The publication is not available at this time. Please, try again later

I switched to loca account, re-installed the app form ms store, tried different internet connections with no firewall or security but the persist

hi all of your contacts and photos along with apps should be updated to the One Drive (www.onedrive.live.com) try checking if all your photos are there and also your apps you can always re-download from your download history in the store
