Windows 10: MS Paint resizing image does not stay where the mouse was released

Microsoft Windows 10 Pro v 10.0.19045 but I've had this problem in the past, I've just never been bothered enough to post about it until now... it's also followed across multiple PCs with different hardware, but if needed, I'm running an intel i7-8700-K, Asus ROG MAXIMUS X.If I am zoomed out such that I can see the entire image in paint, there is no issue. If I am zoomed in, however, and I try to grab the horizontal/vertical resizing handles at the edges of the image, it doesn't match where I release the mouse. It seems to always leave the final image too small. I have 2 images but I had to

If 3D Paint is to become the defacto replacement for MS PAINT, then please show me how to resize images to a specific number of pixels, or to a specific % of the original using 3D Paint.

In MS PAINT I crop an image down via Properties. I need some advice on how to do a specific accurate crop in 3D Paint.

 

MS Paint: Win 11 - Unable to work with overlay images

When I import an image on an already open MS Paint project (let's say another image), MS Paint does not allow me to manipulate the overlay image - like resize or invert color, etc. Neither I see the edge or corner markers on the imported image, which I can use to drag the size of the image.

And even when I try to perform the actions like resize or invert color, MS Paint simply perform the action on the canvas not on the overlay image alone.

Also, is there a way i can use the old UI of MS Paint in Win 11?
