Windows 10: ms-setting display after i shut down the pc from the power button

Hello, yesterday when i wanted to shut down the pc to sleep i was going to shut it ordinary from the start with ''shut down'' but it didnt worked so i tried from ctrl-alt-delete but it appeared hard and with some kind of error so i shut it down from the power button.

Now when i start it the screen was black with the mouse icon in, i searched on ways to solve and i found that you can hold shift while holding on the power button, now i can log in but the screen continuously shift from black screen to normal desktop without the apps opening, i can acces task manager with the ctrl-alt-delete command but its hard to restart windows explorer because it place always moves and dont work anytime to say it like that.

Now that i made it to work i see that i cannot acces the start option nor any windows like option like ''display settings'' or ''personalize'' because this ''ms-setting:display'' is missing like it says that it does not have an app or file associeted with it and i need to install, i tried with cmd too but the same error, like its missing.

I heard that by updating the windows could solve the problem but how could i do that, i think i wont shut down the pc anymore because again it will lead to the screen shifting black and normal again good thing that it doesnt consume too much electricity.

• In the search box, type Power options, and then click.
• Click on choose when to turn off display from the left pane.
• Click on Restore default settings for this plan.
• Click on Change advance power settings.
• Scroll down and expand Power buttons and lid.
• Expand Power button actions.
• Click on the Setting and set it to Shut down.
