Windows 10: MS-Settings, Start Menu, and Taskbar not working for all Standard Users only

I'm running Windows 10 1809, OS build 17763.2028, on a Panasonic Toughbook FZ-55.When I create a standard user, they can not open the Start menu, nor can they right click on the desktop and get to ms-setting:display. This seems to be a permissions issue, because if I make the same user and make it an Administrator, the user can access the Start menu and the ms-settings:display. I just don't know what setting this is that has been changed and can't seem to find anything to point me in the right direction. I've verified that DISM shows no errors, I've done a sfc /scannow, I've verified that S

Here are the possible causes why Taskbar and Start menu don't work:

• Corrupted user profile
• Corrupted or missing system files
  

Since running SFC didn't resolve the issue, we suggest creating a new user account
to recreate your Taskbar and Start menu.

We would appreciate an update about how it went.
