Windows 10: MS Telemtry at 25% at 4am

Discus and support MS Telemtry at 25% at 4am in AntiVirus, Firewalls and System Security to solve the problem; I have Windows 10 Telemetry turned off. However when I look at my PCs Task Manager at 4am it is running MS Telemetry at 21%, this s a 7950x at 21%, so...     I have Windows 10 Telemetry turned off. However when I look at my PCs Task Manager at 4am it is running MS Telemetry at 21%, this s a 7950x at 21%, so its really hammering my system, 1. What exactly is the MS Telemetry service doing at 4am using 21% - 2. What information is this process sending to MS, when I have telemetry turned off ? Please be specific with the exact data it is sending3. Why does this happen at this specific time, as it looks like MS are trying to hide thisI would especially like to know if any video, photo, or audio is being uploaded to MS, without my explicit permission, t
