Windows 10: msconfig is unable to set normal startup

there is a constant problem even right after the clean install of windows.. in msconfig window when i click on '' normal startup selection '' the apply button remains fade.. in other words the system is notable to start in a normal condition. sfc /scan and dsim commands used... no fix..when i start in a safe mod the apply button works but restarting in a normal mod shows the same problem... should i perform this action in boot tab :

Did you follow the below steps to enable the Normal startup?

• Press Windows + R keys from the Keyboard.
• Type msconfig and hit Enter.
• Click on the General tab.
• Select the Normal startup option.
• Click on Apply and Ok.
• Restart the system and check.

If yes, you may follow the below steps to check if the computer boots to selective startup:

• Press Windows + R keys from the Keyboard.
• Type msconfig and hit Enter.
• Select the General tab.
• Select the Selective startup option, check the box for load startup services, load startup items, use original boot configuration will be enabled.
• Restart the computer.

If it boots successfully to selective startup then you can boot to normal startup from selective startup.

Recovery to normal startup from diagnostic startup in windows 10

MSCONFIG defaults to selective startup

This is a new computer. Has updated since installation. MSCONFIG can't stay set at "normal" startup. Continually defaults to "selective". Have tried suggested Microsoft fix. Does not work. Any suggestions?
