MSI laptop performs better on "Better performance" option instead of "Best performance"

I've recently got an MSI laptop GF63 Thin 11UC, and found out that for some reason the CPU speed is faster when on the "Better performance" option than on "best performance". Does anyone know why this is/how to change it?

Activate option for hard disks for a better performance?

Should one activate the option for external drives, hard disks for a better performance (enables the cache, and the risk of data loss is higher) or fast removing (cache will be disabled) of the drive:

How much faster is it to use the better performance option, how much faster is the drive, the data transfer? And how much higher is the risk to lose data?

Performance slider: No difference between Better and Best?

Hello, I have a question about the performance slider on Windows 10 laptops (the one when you click the battery icon in the system tray).

Am I legally blind, or there's really no noticeable performance increase when I set it from Better Performance to Best Performance? Yes, I can feel the increase from Better Battery to Better Performance (smoother scrolling in browsers), but Better to Best? Nothing.

Bonus question: Why is there even better performance increase when I use the AC power? Better Performance on battery is slower than Better Performance on AC power, although it's the same slider setting. Is it done on hardware level, since the Windows power plan is the same (Balanced)?

Stuttering in Windows 10 with 'Better Performance' on Aiplane mode

A recurring problem with my HP Spectre x360 running a fully patched and updated Windows 10.

    When on battery...

if I am connected to the internet, laptop works fine.

If I am in airplane mode or lose internet connectivity then laptop begins to repeatedly stutter, lag, micro-pause for 1 second every couple of seconds.

This does not start immediately but occurs after a few minutes of normal operation.

However, if I move the slider in Power Mode (on battery) from 'Better Performance' to 'Best Performance' the stutters go away.

So... stuttering occurs only when in airplane mode (or without an internet connection) when the laptop is in 'Better Performance' mode.

I have disabled the 'Allow windows to turn this device off to save power' setting for the Wifi adapter so it should be always on.

What is Windows disabling or slowing down to cause the stutters when in Better Performance with no internet connection, that it isn't doing in Best Performance with no internet, or in Better Performance with internet?

It looks like it is being too aggressive in power conservation when no internet is available.

What can I configure to prevent the stuttering? In Windows Power Settings there doesn't appear to be the ability to configure Better and Best or to investigate the difference. The only configuration options are between battery and on AC power?

    Thanks
