Windows 10: MSVCR100.DLL will not work even with multiple repairs and complete reinstallations

Hello! I’ve been having a problem in which when i try to launch Clip Studio Paint, MSVCR100.DLL will cause the program to freeze before it can even get the window up. I’ve looked in Event Viewer and it gives me little to no discernable information other than that MSVCR100.DLL is the problem file. I have reinstalled AND repaired this file multiple times and have not succeded in getting Clip Studio Paint to run. I have also uninstalled theENTIRE Clip Studio set of programs to no avail when they are reinstalled. On top of that, ive restarted my Surface multiple times to see if a restart was required.

This is VERY urgent, as since i do not have the money to continually purchase physical art supplies, nor the fine motor skills to draw well on paper, i can only really express my feelings with digital artwork; not to mention that i paid over $1000 to get both this program and my surface. If i cant get this to work, then i have no reason to use my Surface anymore and might as well throw it out as the screen is cracked.

Please help. This is a very important issue to me and i honestly dont know what to do if i cant get this to work.

msvcr100.dll Not There But It Is There..

win10. A new install, two days old.

I have an app complaining it can't run because it can't find msvcr100.dll but a file utility shows it is there and cmd >path shows the folder it is in is in the path.

How could this be?

Missing MSVCR100.dll when launching Sim City

I am currently having a problem with my MSVCR100.dll when I am trying to run simcity.It says"The program can't run because MSVCR100.dll is missing from your computer.try reinstalling the program to fix this problem.". So I do what the other support forms
