Windows 10: Multiple application accounts compromised by Virus

Yesterday morning around 7 a.m I received multiple messages from many of my accounts Discord, Facebook, Paypal, Bank, GameDistributors about a change of email, I quickly tried to change the password of my accounts, and when I started my laptop a random "OpenWith" popped up trying to open a " .js" ,and notice that I've been sending "Scam Messages Links" through my discord app. I believe I've downloaded a virus and tried using the following solutions: Quick Scan, Full Scan, CCLeaner, Memory Diagnostic Tool, Uninstalling Recent Dowloaded Apps, Disable Startup Apps,Removing recently installed

About someone who created a Microsoft family with your account and put you as the child.

Here are some steps you can take to remove yourself from the family and regain control of your account:

1. Sign in to family.microsoft.com with your Microsoft account.
   
2. Click on More options next to your name and select Leave family group.
   
3. Select Remove to confirm.
   

If you are unable to leave the family group, you might need to remove the consent that was given by the adult who added you to the family.

1. To do that, sign in to account.microsoft.com with your Microsoft account.
   
2. Click on Family and then click on Manage consent under your name.
   
3. Remove the consent and then try to leave the family group again.

Compromised Account

The account I am currently using was compromised 5 to 6 days ago by a Russian e-mail. I have taken the steps to get the account back and change the password. My concern is WHY is there a 30 day waiting period to get their e-mail removed from an account that I proved is mine?
