Windows 10: Multiple apps not launching since latest update for Windows 11 23H2

Hello, I am seeing issue with launching and locating some installed applications since the latest update. So far the three are the Snipping tool, phone link and Camera apps. Those apps show up under search and recent but when clicking on them nothing happens. When I go and look for installed apps they are missing. I have tried several repair\reset options on the apps themselves, but nothing has worked. Anyone else experience this issue?

If you have 'Get the latest updates as soon...' switch On in Windows update page then turn that Off and try Check for updates

to see if W.U. find 23H2 as advised in this thread.

The build number 22631.2506 implies the device has been upgraded to 23H2 already.

Here are the version/build numbers for Windows 11.
