Multiple Components of Taskbar Not Loading

I cannot get multiple components of the Windows taskbar to load, including the Start Menu, Clock, and Action Center. I can get the Overflow Area from the System Tray to open up. Also, not sure if this is related, but also when I type in the python command in CMD, I get the message "The system cannot execute the specified program."

I've run the sfc /scannow command, and I've run my antimalware app, 360 Safeguard; but nothing doing.

I checked Event Viewer, and I was able to pull this log for when I tried to open up the Start Menu:

    <Event xmlns="http://schemas.microsoft.com/win/2004/08/events/event"><System><Provider Name="Application Error" /> <EventID Qualifiers="0">1000</EventID> <Level>2</Level> <Task>100</Task> <Keywords>0x80000000000000</Keywords> <TimeCreated SystemTime="2020-07-29T00:20:44.605665300Z" /> <EventRecordID>54044</EventRecordID> <Channel>Application</Channel> <Computer>Chris</Computer> <Security /> </System><EventData><Data>SearchUI.exe</Data> <Data>10.0.18362.752</Data> <Data>5e7049d9</Data> <Data>KERNELBASE.dll</Data> <Data>10.0.18362.959</Data> <Data>7b90c1b5</Data> <Data>00000004</Data> <Data>000000000003a799</Data> <Data>2454</Data> <Data>01d6653e1976b834</Data> <Data>C:\WINDOWS\SystemApps\Microsoft.Windows.Cortana_cw5n1h2txyewy\SearchUI.exe</Data> <Data>C:\WINDOWS\System32\KERNELBASE.dll</Data> <Data>e6fcff2c-ce86-4928-a40f-af91ae2d1b3a</Data> <Data>Microsoft.Windows.Cortana_1.13.0.18362_neutral_neutral_cw5n1h2txyewy</Data> <Data>CortanaUI</Data> </EventData></Event>

    Anyone have any idea?

    :)
