Windows 10: Multiple Problems when booting up PC from a Shut Down

Hello, for quite a while now I have been having an issue with my PC where after I boot up my PC after I have previously shut it down, occasionally (90% of the time) I get multiple issues. The first issue is that when I press the Windows Key there is no longer the start menu popup. Secondly, when navigating through tabs on Google Chrome I am unable to drag a tab away from the tab bar. Third, when attempting to play a video through the Windows Movies & TV App it only plays the first frame over and over again. Lastly, when trying to use the Spotify Application it will rapidly shuffle through songs playing less than a second between each song and I am unable to skip songs or play a different song to try and resolve the issue. Out of all the issues I have encountered above, the only way to fix this is immediately restart my PC after I boot it up where everything will then run as expected. I also have a friend who is having this exact same issue with their PC and as far as I know most of their specs are different from mine. Due to this issue being spread across multiple applications and across two different PCs, I can only assume the issue is somewhere within the Windows10 Operating System. I will provide GIF links of the issues I was able to record to try and provide better insight to the problems that occur.

Any suggestions that you could provide that does not deal with a Factory Reset that might resolve this issue would be greatly appreciated and I appreciate anyone who took the time to read this post. Thanks

PC wont boot up (No POST, No Video)

I recently installed a new Asus M5A99X Evo r2.0. The motherboard green LED lights up and the case and cpu fans spin. But there is no video when its hooked up to my monitor.

Steps that i have tried:
"No POST", "system won't boot", and "no video output" troubleshooting checklist

Made sure all connections are properly connected.

Flashing the CMOS

Tested the PSU

Followed all steps in the user manual

If there are any links that you guys can point me to or suggestions that could help it would be highly appreciated. Thank you

 

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.

 

My pc takes for ever to shut down when i restart

Suggest cleaning up your startup list .There may be many services / Apps you can remove on startup which is not needed on boot or during shutdown.
Before you shutdown the Pc check what is running in Task Manager as a program or service in not killing the process on shutdown

Would suggest cleaning up running apps and services -Autoruns, StartupMonitor,HighjackThis,
Malware Scan - Malwarebytes,ADWcleaner, Combofix
