Windows 10: Multiple Problems With Windows 10 (Can't log on, Can't reset, etc.)

I have an old laptop that is about 2 years old and I am having some issues with logging on. I reset it around this time last year and the problems started occurring about 5-6 months ago. My problems are:

• When I type in my password it says "preparing windows" for a little bit and then the screen goes blank with the mouse still on it
• When I try to reset it, it says I need to change a file or something.
• If I do get on (Occasionally this will happen in safe mode) none of the pre installed apps will show up (Microsoft edge, shop, settings, mail, etc.) and the windows key doesn't bring up the thing in the bottom left. (Basically the start menu won't show up.)
• I tried installing Win10 ISO but it says I need to uninstall something in the settings. (Which I can't accesses)
• Occasionally I will get stuck in boot loop (Off, blank screen, HP logo, blank screen off) and it takes luck to get out.

Here are somethings to note:

• I have an HP notebook
• I've only gotten in once since the problems occurred
• I have talked to other agents
• I have tried somethings already that you might recommend

Thanks for your suggestion, but this is a prepaid phone --- no contract. As I said T-Mobile lists the number under an unknown carrier and suggested I contact Microsoft.

Which steps did you perform? Was this from a clean boot?
Open administrative command prompt and type or copy and paste this command: shutdown /r /o /f /t 00
It will boot to the recovery options or windows advanced troubleshooting menu.
Click troubleshooting and click reset this computer. You will be saving files. Applications and programs will be removed. Windows will be reinstalled.
Enter your windows logon password.
You will see getting things ready with rotating dots.
Click resetting this PC.
It will then display the HP logo with resetting this PC with rotating dots and a percentage.
