Windows 10: My 10-year old son can't remember his PIN

So my son got a refurbished laptop for Christmas and his mother let him set it up himself. He set up the fingerprint scanner correctly, but he can't remember his PIN and his password doesn't seem to work. So we have a laptop that we can't get into at all. He is the only user set up, and we don't have his PIN or password and every time he scans his fingerprint it demands his PIN as well. Is there anything I can do to access this thing and get it reset? I've got to the Password Reset prompt but neither he nor I have any idea what his security questions are.Thanks

Web Blocking for an 8 Year Old

Your suggestions have not solved my problem yet. But, I first have a more basic problem.

I went to the suggested site and then set up an account for my 8 year old son and signed him up for an email account as a family member. I received an email welcoming him to the family and he shows up in my family list. I turned on the age appropriate
restrictions and listed cnn.com to block. when I go to his account, there are no restrictions at all. I can get to cnn.com and I can go to sites about **** for teens. What am I doing wrong? Is thee a setting I am missing?

I also suggest some learning motivation games. Maybe a 1st grader's math/reading/science? If your wanting simply a game then I suggest something she likes(ie cartoon, soccer, or whatever).
