Windows 10: My account has been locked because of too many incorrect attempts

I need help with accessing my account, i have tried and failed at getting the password and i now have the password. However, when i put it in it comes up with "account locked due to too many incorrect password attempts". I have filled out account recovery forms however they don't help because the account is years old and i "cannot provide enough information" to unlock the account. My phone number on the account is also incorrect. Please help.

User Account Keeps locking

Our domain policy is set to lock an account after 5 incorrect attempts.

I have cleared all the temp files, cached passwords, temp files etc.

Nothing useful showing in the users or PDC logs.

Any suggestions

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.
