My Account keeps on reappearing after deleting user in Windows 10 family settings.

My account isn't listed in family settings online but it keeps appearing here. I tried allowing the account to sign in then remove it from control panel using advanced system settings --> user profiles settings & using control panel --> remove user accounts. When I remove the User it disappears for a short while only then reappears. I know maybe a Reset to the PC might work but I'm trying to find other solutions at first because I have another OS installed on this machine dual boot and things will become complex if I reinstall Windows. I have another PC with same account logged in and this doesn't show that's why I know the problem is with the Windows and nothing online. I found out about this problem when I tried to access this PC from another one using Remote Desktop where the app requested me to put the account If I enable this account to sign in then I can access via remote desktop but not my main account, it will be a new user and the user will have the same Microsoft Account. Please, help.

Strange Windows 10 User Account issue.

Unfortunately I had done those steps numerous reboots, it just, reappears for no good reason. The base account isn't even a Microsoft account, it's a local account.

I haven't quite tried the built in administrator account on W10, but so far in my experience on my own computer, the built in account seemed to have absolutely no more control than I did on my own.

It's just strange, I go in, it warns me twice about deleting the account, then it's gone. Reboot, and it's back?

EDIT: Just to specify, both command line and Netplwiz both say only HIS account exists on the computer, it doesn't list this rogue account. This is what I meant in my first post about the fact that even Windows doesn't seem to believe it exists, HALF the time. *Frown My Account keeps on reappearing after deleting user in Windows 10 family settings. :(
