Windows 10: my account says I am administrator yet windows 11 won't allow copying files because i dont...

After reading the title the experienced windows 11 user would most likely say .....just go to "family & other users" under accounts and fix it !I DO NOT HAVE "Family & other users" OPTION ? It does not exist !My efforts to get it back bring me to a dialog box asking for a "code from tech representative" ?Since microsoft offers ZERO tech support getting such a code is impossible !High performance power plan does not exist and all efforts to get that back have failed . Every trick using powershell , etc result in nothing .Impossible to get into BIOS . All methods to accomplish this also

Windows 10 won´t start any program as Administrator

Hello. I´m having this issue since installed one of the latest Windows 10 system updates.

When I try to open any program that requires Administrator confirmation (that screen with the Yes/No question), this dialog won´t appear anymore. The screen background stays darkened and nothing happens.

1. Using Windows 10 Home (x64)
2. My microsoft user account is properly checked
3. I´m the administrator of the PC
4. Already tried do create another administrator user account - same problem, no success
5. Cannot start any program/service that requires administrator authorization (not even regedit)

Please help!

 

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

I can't install a few programs because of this?
How do I fix this?
