Windows 10: My AMD Radeon Graphics driver has a code 39, how do I fix this?

All my downloaded games the Sims, Hogwarts Legacy, etc. either aren't opening or are running very slowly with extremely poor graphics. I opened my Device Manager and there is a "caution" symbol over the Graphics Driver. I tried updated it, which did nothing, and I also uninstalled it. After uninstalling, I restarted my computer only to find the driver came back with the same error. I've seen people say to "roll back driver", but the option is greyed-out for me and doesn't let me do that action. I am not sure what else to do.
