Windows 10: My arc mouse seems like is on, even when i flatted all the way down

Hello, my arc mouse use the usb dongle, so i already know how i supose to shut it off, but i replace the batteries, and now i just finish to put them in place, and a blue blinking ligth is on, from the bottom, and its flatted down, i already try to push the left, the rigth buttoms and nothing happen, i bend it, i flatten, i connect the dongle, i disconnect the dongle, i think i try every thing, but it just keep the blue ligth blinking, can you help me please

• Press Windows key + R, then type in winver.
• Click OK.

• Were there any recent changes made prior to this issue?
• What is the exact of your Surface device?
• Please clarify that the issue is about the ARC Bluetooth Mouse somehow locks your computer and sends you to the lockscreen.

Microsoft Arc Mouse not turning off when flat. Always turned on

As the subject says my Microsoft arc mouse is always on and connected even when flattened. when its flat it can still be used as a normal mouse and picks up on movement. I was wondering is there a way to fix this so it works as intended as the only way
I can turn it off is by removing one of the batteries.

Any help is greatly appreciated
