Windows 10: My camera is working in zoom but not working in the camera app or at Windows atart-up/sign-in

My camera no longer works when I am starting up my laptop and signing into Windows. The light doesn't light up or anything, and when I open the Camera app it doesn't work. I thought it was a hardware issue but then I tried Zoom and it works there. I tried uninstalling and reinstalling the camera app and it didn't help. I have done a reset in the Camera app settings, the app permissions are turned on, I have checked that I have the most up-to-date drivers, and I have allowed access to the camera in the privacy settings. There is no camera button or switch on my laptop.

Strictly speaking this is probably not the right place to ask, but I'm running out of ideas, and as I have Windows 10...

I have a Lenovo laptop and I'm trying to run Zoom, but I can't get the camera to work. I've tried contacting Lenovo and Zoom (via ticket) and have got nowhere. (Usually they try pointing me down a path already tried and failed.) I've tried all the options Zoom and Lenovo suggest, but to no avail. The camera works on nearly everything else, so I'm guessing it's actually the Zoom application. Any ideas?

Camera Works with Zoom Not With Camera App or Bluejeans App

Suddenly the camera (Logitech C930E) no longer works with the Camera App or with Bluejeans. It works with Zoom. I have tried every "solution" offered by every web site addressing the question. None work. I have rebooted and tried the Camera App before using any other app. No go. Driver for the camera is the latest, both per Windows 10 driver update attempt and per the Logitech people. The camera works with Zoom, so it's not a question of bad cable, bad USB port, etc. The microphone in the webcam works with everything, the video doesn't work with Zoom. It's not a Zoom issue, because it worked with Zoom, Bluejeans, and the Camera App until the other day. No updates were done between the last time all worked and the sudden refusal of the Camera App and Bluejeans to work. Error code is 0xA00F4288 <all cameras are reserved> What is reserving the camera? How to find that? I don't see anything in ProcessExplorer indicating that any program is using the camera.

idgat: The camera works on other apps including live streaming to YouTube, so I'm guessing not.

Anibor: the driver reset did nothing.

Also, I've notice that, while trying to setup the camera on Zoom, the camera light is active. So something is working.
