Windows 10: My computer is not letting me change the Keyboard settings.

Hello,I know how to propertly chabge the keyboard to US International, so that I can do spanish accents and add the other spanish characters, but, when I go time & language on the settings, go to the selected language, and hit the optons button where I can change the QWRTY keyboard, it remains in froze and then suddenly crashes. There's no way to pass way beyond the opstions button. Can someone help?
