Windows 10: My computer is suddenly borderline unusable due to insanely low frame-rate

I don't know if it's the Antimaleware Service Executable or whatnot, but I tried everything, I disabled it, I ran a scan, I rescheduled it, I added to exclusions, literally everything but NOTHING changed, it's getting on my nerves beyond belief,

I'm on an MSI laptop, the GS60 6QD. I am suddenly having issues with playback of video files, either in VLC or the Windows "Movies and TV" player. All video looks like it's a low frame rate. There was a recent update to Windows 10, but I am not sure if the issues started then. I changed nothing about VLC or any general settings. Rebooting doesn't help. What's going on? Anyone know how to debug this?

If the device is already up to date and you still having issues with the frame rate, we suggest that you contact your manufacturer for advanced troubleshooting with your computer. This could have happened due to compatibility with your drivers.

I already understood that. But you don't need to change the computer's output to match the video frame rate. Leave the output at 60p. When some 24p, 23p, or 50p video is played, the player will display it at that frame rate.

I watch my movies and series from these sites with their respective frame rate, and I don't change the output on my PC. It works perfectly.

When you play a video that doesn't match the output frame rate, do you have a problem with the video signal? For example, there is no signal, or the signal is oscillating.
