Windows 10: My computer only allows me to input a question mark if I hit SHIFT + Win + ?/ instead of...

Does anyone have a fix for this issue? I know that it's not the keyboard's issue as I've tried the same keyboard on a different PC and SHIFT + ?/ gives a question mark. There seems to be some windows 10 internal bind that requires pressing the Win key to produce a question mark.

Dumb Windows 10 quotation mark input

I've tired to fight against Windows 10 input method. It's stupid and extremely irritating. I have English United States-International keyboard and when I press ' or Shift+' no characters are printed to input. Only when I press the same key again again it
outputs two same characters. So when I want to put some thing to quotation mark I must do next steps:

• Press Shift+'
• Press Shift+'
• Press left arrow
• Input text
• Press right arrow

Compare with previous flow

• Press Shift+'
• Input text
• Press Shift+'

Looks much more simple? Yes? So, what the hell made you MS to "improve" quotation mark inputting? And so what I have to do if I just <removed> want to input only one quotation mark character? Press Shift+' twice and after then backspace? Are you <removed>
crazy? Where in settings maze are you hiding option to fix this issue? Who is that "genius" who invented this <removed>? When MS hired this "genius" did
the interview checked competency or there was
senseless questions like "Why manhole covers are typically round"? Who did approve this "genius" improvement? Are you <removed>OK?

 

Cannot type question mark with right side shift

Hi all

I am using window 10 pro with build 18363.778

I have confirm that my laptop right side shift is no any problem that can switch input language can change capital letter and other symbol !@#$%^&*()_+{}|:"<>/ and the question mark is unable to show out question mark button there is no problem also "/"

How I can solve this problem

I have try to make a reset but problem still same.

 

Control C and Shift Question Mark are not workiiigbn

Any time I try to copy and paste something it does not work. Also any time I try to do a shift question mark it does not work. Any clue how to fix this (I'd add a question mark but it doesn't work.
