Windows 10: My computer refused to shut down.

When l went to shut it down either from the case button or windows pop-up menu. It flashes the blue screens and then restarts. Problem only occurred now after months of running it fine. Asrock Steel legend B-550, R9-5900x, gigbyte RTX 3070 and 4 Trident z royal series 16GB each. I got it to shut down but still like to figure out why it flashed the blue screen.

Computer refuses to boot

All of a sudden after opening up my computer to remove one of my ram sticks to check the timings on it after replacing it and powering on from a cold start my computer will not boot and does not show any picture on the screen, it starts up with all of the fans going but then it shuts off after 10-15 seconds, what troubleshooting steps should i take???
