Windows 10: My computer won’t finish booting it stops at windows logo with no loading circles and after...

I have a windows 11 and the computer sounds weird when I turn it on like it makes the noise it would usually make when it wakes up only it’s just been powered on and yet it’s making that noise and it would take me to press the power on button for at least 5 seconds for it to turn off but now it turn off if I just quickly and lightly press the power button and it’s making a weird noise it was working perfectly fine but then one time I turned it off and then turned it back on to use it only it wasn’t working, when it was booting it got stuck on the windows logo screen and won’t load or anything

Sabertooth 990fx won't boot to windows logo, it shuts down

to boot and enter bios and load windows, any todays PSU (with the correct plugs) will work, AFAIK

to enter BIOS only low wattage is used.
Then, during boot, the HDD and a bit later the videocard card start to demand juice, then the other devices and periphericals... so the total demand during boot up is incrementing step by step, that's why a failure halfway could indicate a PSU problem....

Yep, them's the right steps but all indications to a corrupted USB
- corrupted Win 10 creation
and/or
- faulty USB device

Recreate boot USB(s) as suggested above. Use other USB drives.

 

Installation media boots to command prompt

I've just booted from known working install media to see exactly what it does when booting. The sequence of events is...

1. Windows logo on a black screen
2. circling dots appear beneath the logo
3. light blue 'Please wait' screen with circling dots
4. a command prompt window (very briefly)
5. the initial Setup page appears

Do you see steps 1-3? If so, it appears you have stopped at step 4, suggesting that something on the disc cannot be read.

Does the disc boot properly in another machine? If so, try cleaning the laptop's drive lens then try booting from the disc again.

If not, make new install media with Microsoft's Media Creation Tool, either as a bootable USB, on an ISO that you can burn to another disc. At Step 8 in Option One of this tutorial you can choose between making a USB or an ISO.
