Windows 10: My Computer won't let me run any files or download anything to resolve the problem!

My Computer won't let me run any files! Or download anything to resolve the problem!My Computer won't let me run any files! I click on any file including files that could help me resolve the problem Such as Command Prompt , and it asks "What program would you like to use to open this file?" and gives me only basic options like Internet Explorer, Windows Media Player, Adobe Reader, Etc. and I can't open any file I need to with those. What can I do to fix this problem? Downloading software doesn't work either because I click "Run" and it asks the same question! Please help me!!! Done two

This solution did not solve my problem since my computer won´t power up at all. it is as if the computer is completely dead and I have tried different outlets that work for other computers but it still won´t power up.

Is my motherboard broken?
