Windows 10: My cursor randomly goes into scroll mode and I am unable to click anything on my desktop....

Hello,A couple weeks ago, this issue started. My mouse suddenly goes into a state where it doesn't let me click on anything, as if the cursor lost its function, and then, out of the sudden I get the ability back. It happens every couple of 10 mins and I have not found a way to stop it. I reset my computers a bunch of times, and it would still happen. Changing mouses didn't do the job, it's an internal issue. I also checked for viruses and nothing seems to show up. My drives show as healthy as well.Please help

scrolling bad

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903

Desktop background randomly goes completely black

Not sure how to edit my post (can't find an edit button anywhere), but here's a photo of my screen black and me dragging my mouse cursor while holding the left click down. Apparently, I start removing the black by doing this and it reveals my wallpaper, little by little. It's so weird and I don't know what is causing this.
