Windows 10: My custom built PC keeps cycling through BSOD, will not even turn on.

My PC has gotten the BSOD many times previously, however it has always ran normally after a restart or two. Now it will not run no matter what. Ive tried resetting my PC, but I keep getting “There was a problem resetting your PC. No changes were made”. I have also tried the sfc /scannow method and I get “Error: 50”. I really don't want to clean reinstall windows and wipe my files as I have many pictures that I do not want to lose. I just need help

Custom Scaling Keeps Turning On

I am running windows 10. I have a dual monitor setup. One is 1080p and the main one is 1440p. I'm having an issue that custom scaling keeps turning on after I have turned it off. I go into display properties, click turn off custom scaling and sign out.
I do that. It appears to work, but then on the next boot up, the custom scaling is back again. I have tried uninstalling my monitors and having device manager find them again and reinstalling, but not dice.

Any suggestions? So frustrating that this keeps getting turned on without my permission.

 

Pc bsod to bios

Currently replying on iPhone, I’ll give you a proper timeline Step 1) during the program of tuneup plus my pc bsod 3 times but I was finally able to get the info Step 2) Restore point was easy and done quick which now leads to step 3 Step 3) After starting the WDV my pc bsod with the stop code of “System thread exception not handled” following the steps I open command prompt and tried to turn it off which says that nothing was changed, so then after a couple of bsod’s later I manage to go back to my restore point which now leads to a problem I cant seem to fix where when I try to open my pc it says something is wrong with my pin with error code (0x80090016) If needed I do have the tuneup plus info Trying to solve the pin problem if anyone suggestions please inform me.
