Windows 10: My Dell 7010 w/Windows 10 Pro UAC Has Locked Me Out

User Account Control UAC has locked me out of making any changes to settings - for the life of me I have no idea why. Thinking it could have been caused by malware, a virus or whatever, I ran a Norton then a Malwarebytes scan and both came back clean. So those causes were exonerated. Otherwise the Dell runs fine. So what's my gripe you ask, it's simple: I 1 want know what caused this issue and 2 what I can do to resolve it and 3 how to prevent it from recurring...This Dell can't handle Windows 11 but it does Windows 10 Pro. It came with that. I have no way to do a fresh install since W

Upgrading Dell Optiplex 7010 to GTX 970

System Specs:

- OS WIndows 10
- 8GB RAM DDR3
- Intel i7-3770 @ 3.400 Ghz
- AMD 7700 Graphics card
- Dell OptiPlex 7010 Motherboard (Not miniature sized)
- Dell OptiPlex case largest for 7010 model.
- Power supply is a RaidMax 650 W

I currently have 6 pins going from the power supply to the Graphics card.

 

Immediately following the latest updates for Windows 10 my Dell Inspiron N 7010 locks up after start-up.

Latest Windows 10 updates were installed and since then I have been able to log on to my Dell Inspiron N 7010 but the computer will lock up after beginning its RegCure Pro scan and I cannot do anything else. It will not let me cancel or abort the scan,
close the program thru End Task or any other way; or move on to something else.

 

Problem with Dell Optiplex 7010

i tried to fix 3 PCs of Dell Optiplex 7010 of the same problem power turn on and off and still not working. Any help please.
