Windows 10: My desktop flashes on and off for about a minute before letting me do anything on startup

This has been going on for about a month. I turn my pc on, I login, and I get to my desktop. My desktop is pure place, and at the bottom is my taskbar that flashes on and off repeatedly about once a second. This goes on for about a minute until my desktop wallpaper finally appears along with my desktop and task bar shortcuts.

Prior to this the bootup was so fast that I could start using my PC from a powered off state in <30 seconds, now a minute is added with this weird flashing stuff. I have not installed any new hardware or software between this occurring and being normal, so what's the cause?

I suggest you to uninstall drivers with the exclamation mark in Device Manager and check if it helps.

Follow the below steps:

• Right click on Start button and click on Device Manager.
• Locate the malfunctioning device or device with the exclamation mark in the list of devices, right click on that device, and then click
  Uninstall.
• Restart the computer.
• Right-click your computer name in Device Manager and click Scan for hardware changes.
  Device manager scans your system and automatically reinstalls your device.
