Windows 10: My desktop has a virus/malware called UltraIonen

Its been messing with my browser and many daily task i do on my computer. I've tried to delete it as an extension, in Registry Editor, and run the command in command prompt. None of them have worked and I dont know what to do, please advise.

Virus and malware

I also picked up a malware or virus that claims that you call Microsoft at 1-877-753-6941 for fix or it will lock out your computer. It is persistent and repetitive. I tried Norton, had them on-line, with no success. Is it legit? Can anyone suggest
a program that can fix/erase the intrusion?
