Windows 10: My Device Keep Running in Low Performance Mode

Hi, My device keep running in the low performance mode showing the following error : Fan Error Press Esc to startup with limited performance knowing that if I restart the device it could work normally and I can hear the fan working without any issues. Will this be driver's issue or is it software issue, or it could be fan issue for some cases.

This can be an issue with the old driver, update or hardware. However, for us to fully identify what is causing the issue, we may need to perform some troubleshooting steps. Please follow the steps below and check if it helps:

Step 1: Use System File Checker to check for system file corruption.

• Right-click (or press and hold) the Start 
  button, then select Command Prompt (Admin).
  
• Enter sfc/scannow(note the space between "sfc" and "/").

Step 2: Perform a clean boot. It will start Windows by using a minimal set of drivers
and start up programs. It will also eliminate software conflicts that could occur when you install a program, or an update, or when you run a program in Windows.

Once done, check if your Device Performance & Health will work and generate a report.

Programs using too much memory and possible infection are a few of the factors that can trigger a Low on memory warning in Windows 10. We suggest running the
System Maintenance Troubleshooter. This will automatically detect issues that might affect system performance. Follow the steps below:

• Type Troubleshooting in Search.
• Select Troubleshooting Control Panel.
• Click View all.
• Click System Maintenance.
• Hit Next.

explorer.exe will not run other than in safe mode


MS suggests:
Once your PC is in Safe Mode, reinstall your display adapter driver.

• Type device manager into the search box on the taskbar, and then select Device Manager.
  
• Expand Display adapter.
  
• Right-click the display adapter and select Uninstall > OK.
  
• Restart your PC.
