Windows 10: my display shifts when I open programs

my display shifts when I open programs eliminating access to scroll bar. I have tried resting on edge to get arrows to move it.

Please give steps to open the paths to Program Files

If you want to open File Explorer to your C: drive without any registry tweaks, you'll need to do so from a shortcut you create.

1. Open File Explorer to This PC.
2. Right-click Winndows (C and select Create Shortcut:

4. And you'll have a shortcut on your Desktop:
   
   
   

 

If I type shift+2 it displays " and when I type shift+" it displays @ its reversed how to fix it

This issue may occur if you have installed language pack more than 1 or 2 in your system, I suggest you to check the language settings and check if it helps.
