Windows 10: My download speed is capped at 8MB/s.

I've had this issue since I got my laptop a few years ago. I've tried multiple times to fix it and I can't remember everything I've tried over the years. I asked my friend who knows more about computers than me and he updated some drivers and did a clean boot to make sure there wasn't any processes interfering. We checked all the network settings and there is no data usage limiter on and I have reset my network settings. When I use a website to check the download speeds it says what I would expect, 70MB/s however downloading a game or app from Microsoft store or steam or the Xbox app or any ga

Greg, please just don't go to Bing, search for "slow internet speed windows 10" and post the 10 first websites here, my friend. The suggestions on these websites has nothing to do with my issue.

If you don't know what can cap a download speed on Windows (which is not a signal or connection issue), please leave the question to another expert.

I recently followed a tutorial on PC optimization for gaming. I have since been experiencing capped download speeds around 90 and essentially no upload speeds. I have a 1 GIG Fiber connection. My phone even runs faster speeds. What is the solution?
