Windows 10: My download speed is significantly slower on my laptop compared to other devices in my...

Today, i tried to download Fallout 4 on both my laptop and on my brother's Xbox. Both devices are connected to the same network the Xbox on WiFi and my laptop on ethernet however on my laptop i am averaging a download speed of ~ 3.5mbps and on my brother's xbox 30-35mbps. I did multiple speed tests on https://www.speedtest.net/ and they all say i should get around 30mbps download, however whem in downloading apps/games from the xbox store i get significantly less than that. Is there any fixes for this?

I really appreciate your description and for letting us know more details. The problem you are facing now is that the internet speed on the desktop is very slow. So, this issue only occurs when you download the game on Steam or…?

You mentioned about everything working fine in your laptop, I'm assuming you're using Wi-Fi, please switch to a connect with a cable and see if those changes. And may I know if you install a wireless receiver on your PC, then the network speed will be increased? And, what is the version of Windows on your PC? What is the version of Windows on your laptop?

You've also done a lot troubleshooting steps and covered almost everything. If you have another PC, maybe you can test and narrow down the problem.

I also suggest that you contact the network operator for further investigation.

Download speed slower than upload speed

My Windows 10 desktop has slower download speeds (10Mbps) compared to upload speeds (30Mbps). On other devices connecting to the same router, I can get download speeds of 90+MBps on our 100/40 plan.

This is true whether I connect with ethernet or wifi.

I have changed the Windows update settings that limit how much bandwidth is used for downloading updates.

I have changed the NetworkThrottlingIndex registry setting to ffffff.

Is there some other Windows setting I can find and change, to improve this?

Thank you for the update and we know more about it through your description.

It is not common for 21H2 and 22H2 to slow down the network. Recently we've received some issue feedback from Windows 11 22H2, please refer to this thread, those issues that have been resolved in the last 30 days.

I suggest you seek further checks from your network operator as the speed will also be slower when your laptop is connected to a network cable.

And, there is also a temporary solution: Install a Wi-Fi Receiver on your Desktop, this at least guarantees that you can surf the web.
