Windows 10: My drive have some critital fault that i need to reinstall the window 10 again.But many...

I need to reinstall via the media creation tools.But many problem occurs.
1,My installer keep restarting everytime I install the window file after the first restart.
I have tried
-Keep the usb there and let it restart itselfWhich doesn't fix the problem obviously
-unplug the USB during the restart timer/Set boot drive to C: in BIOS Which show the second problem
2,"Windows could not start because the following file is missing or corrupt: <Windows root>\\system32\hal.dll Please re-install a copy of the above file."
I have nothing able to do with this right now which i ask for help.
I heard of a way to fix with the window XP setup but i dont have the disk and the iso wont work.
What can i fix this thing?

Reinstall Windows 10 to new hard drive

• Are you trying to reinstall Windows 8 or Windows 10?
• If you already upgraded to Windows 10, were you able to create a new copy of the recovery drive?

Reinstalling Windows 10 to sell a PC - is the 'Remove everything' option enough?

Restore factory settings do list Removes your personal files, apps and settings, and reinstalls the version of Windows that came on this PC.

So if this isn't true well than just erase the drive and install a clean Windows 10 with all the drivers u need but why should it be true
