Windows 10: my entire PC lags every few seconds whenever I try to move my mouse/cursor

so...I found it out around a week ago when I tried to watch a youtube video, since then my entire PC windows11 lags every few seconds when I move my mouse/cursor.Its really frustrating.I owned my PC since around a year but the lags probibally started around 2 weeks or a week ago.first I updated my graphics card on Geforce experience which did not work.I tried other things that didnt help either.I got really frustrated so I resetted my whole PC.but the problem doesnt seem to go away.I tried different mouses but the same problem keeps happening.I figured out that if I disable my graphics card

Mouse cursor lag and slow down occasionally

Recently, I am encountering a mouse cursor lag problem on my PC (Win10)

The cursor occassionally lags when I move the mouse consistently

In the demonstration, I moved my mouse consistently towards right, but cursor stops moving at few instances

My mouse is Logitech G502, I believe my mouse has no problem because I tried it with my laptop (Win10) and it worked perfectly fine, the cursor never lagged and movement is consistent.

Any suggestions?

 

Mouse Cursor Lags

First, my Generic PnP Monitor points to Intel(R) HD Graphics (name of GPU). Second, my Mamba Wireless Mouse makes my cursor not lagging at all.

Mouse cursor keeps lagging in the following way: it freezes in place and then quickly moves to where my mouse is. I did usual troubleshooting steps...specifically updated mouse drivers, graphics card drivers,
tried to plug the USB into a different port etc.
I tried to work in a safe mode and the issue doesn’t occur there
