Windows 10: My entire pc lags when I start up a game.

Whenever I start up a game on my pc, it will lag and turn into like 1 hz. My mouse will stutter as I move it around, and one way Its stopped is going to my background apps and opening AMD software. I doubt this is due to my pc's performance, it is decent spec. I also checked usage in task manager while it happens and everything is normal. This doesn't happen with opening programs or the OS. The problem might also stop after like 5 minutes by itself, and the game runs as normal. To describe it better, just imagine the entire PC in 1 fps. Computer is new and not really cluttered.
