Windows 10: My friend got stucked here. Tried all troubleshooting but nothing helped.

This happened after installing an update. After the update he clicked on install and shut down. Then the problem started. He did all the troubleshooting options. Startup repair, uninstall updates, UEFI firmware settings reset. But nothing worked. Any suggestion how to solve this.He have important files in the C drive , it will be a issue if the files are lost. Is there any way to fix it without resetting?

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.

After running the
Network and Internet Troubleshooter
and the issue still persists, kindly run the
Hardware and Devices Troubleshooter
to check for any hardware issues and fix it automatically. To run the Troubleshooter, follow these steps:

• 
  On the search bar, type
  Troubleshooting
  and hit
  Enter.
  
• 
  Choose
  Hardware and Sound.
  
• 
  Click on
  Hardware and Devices
  to run the troubleshooter.

Method 1: You may run the System maintenance troubleshooter,

Try the followings steps to run System maintenance troubleshooter:

• 
  Click "Search" and type "Troubleshooting" without quotes and hit enter.

  Click “System and security”
  
• 
  Select "System maintenance"
  
• 
  Click next to run the troubleshooter.
  
  
  
  Method 2: Install all the patches and available updates from Windows updates.
  Try the followings steps:
  
• 
  Click "Search" and type "Windows update settings" without quotes and hit enter.
  

• 
  Under Updates click on check for updates
