Windows 10: My grandma is having trouble with her charger

It is plugged in, it is the correct cord, and nothing seems wrong with it, no exposed wires, no kinks, etc. it refuses to charge, and when you try and get in in a certain position to charge it, it will only do it for 1 second, then disconnect, we have tried every single outlet we have in our house, is there a way I can get a new cord, or fix the issue? any help is appreciated.

I inherited a to broken for grandma computer, it is beyond my fixing. I went through all the troubleshooting steps and "recycled" it. Now it just says unable to reboot will restart for you and never powers back up over and over again. I should note it
was a display model B4 grandma got it
