Windows 10: My HDMI won't work on Windows 10

I have an ASUS VivoBook 214 laptop that when home I connect to a TV with an HDMI cord. One day that HDMI cord simply wasn't connecting to the TV. So I reinstalled all the drivers and did all that crap only to find a windows 10 update was installed. I uninstalled it and it worked great. This repeated itself every week or so getting progressively more difficult to remove the update until now, I just can't. I am running an older build of windows because the newest build won't let me uninstall these updates at all. But the build I am on now won't let me block updates so they keep installing while I am asleep.

Not that any of that matters now. Because now I still have come across an uninstallable update and have no system restore available. Nor do I want to do it because I know a week from now I am just going to have to do it again. Here's what I need to know in order of what I am hoping for:

   How can I solve the underlying issue? This happens not with a specific update but with ANY update. So there has to be an underlying issue with the drivers. But a manual install of the Intel driver from their website did nothing to help.

   How can I uninstall the uninstallable update. It's definitely not required as it just showed up last night and I uninstalled everything that came with it. It's number is(every time I play this game with my computer the update # is different but this is the problem one now): KB4469342
   
   
3. 
   How can I permanently block Windows Updates? If I can get a system restore done and wait the forever it takes to work how can I guarantee that this time the update won't install itself behind my back the second I jump on a non-metered connection.
